Categories are created by you in WordPress. Tags are created by Technorati and other tag oriented sites and you manually add them to your site by typing them in or with plugins.
You can have a category called "Widgets, Wires, and Wobbles" which will never show up on any Technorati tag list, but "widgets", "wires", and maybe even "wobbles" might be tags.
WordPress automatically sets categories to be recognized as tags. But you can go further and add your own.
Remember, tags and categories are to help people navigate your site and find more and related information. You don't have to use them, but it can help once you reach the 500 or more post range, increasing navigation options.
